Long Live the International Proletariat!
"The People's War is developing against wind and tide, in July very successfully
concluding the first part of the Great Plan to Build the Conquest of Power!,
In Defense of the Leadership, Against the Genocidal Dictatorship!, and laying
down foundations for the development of the second part which will be guided
by the slogan, OVERCOME THE BEND IN THE ROAD BY DEVELOPING THE PEOPLE'S WAR!"

The MPP, a generated organism of the Communist Party of Peru, with profound
revolutionary fervor and filled with optimism, salutes the International
Proletariat on its day. Similarly, it makes its wide greetings to people
of the world and the oppressed nations that continue and even raise higher
their struggles to the death against the oppressive yoke of imperialism which
they are subjected to.
Uphold, defend and apply Marxism-Leninism-Maoism, principally Maoism,
the all-powerful ideology of the international proletariat.

In this struggle to the death against imperialist oppression and exploitation
the proletariat, the last and most advanced class in history, assumes more
and more its leading role by upholding, defending and above all applying
it all-powerful ideology Marxism-Leninism-Maoism, principally Maoism. Thus
Maoism is showing in practice its condition as the new, third and superior
state of Marxism which, when correctly applied to the concrete conditions
of each country, will necessarily give rise to a new guiding thought and
its organized vanguard, the Communist Party of a New Type. That is, a machine
of war, militarized, capable of leading the preparation, the initiation and
the development of the people's war to our final goal, the ever shining
Communism.
The class, today more than ever, reaffirms itself in its powerful ideology
and in the solid truths and the principles established by its great teachers:
Marx, Lenin and Chairman Mao Tse-tung. These are truths and principles such
as the principle of class struggle for understanding the world and transforming
it, violence as the midwife of history, the dictatorship of the proletariat,
the necessity of revolutionary transformation of the old society by way of
a long historic process, and the necessity of the working class Party as
the indispensable instrument to fight for the class interests, among others.
This latter, the question of the necessity of the Communist Party, is of
paramount importance and the current situation demands we complete this task
which is pending in the great majority of countries, imperialist and oppressed
alike. As Chairman Mao Tse-tung manifested it in 1948: "If there is to be
revolution, there must be a revolutionary party. Without a revolutionary
party, without a party built on the Marxist-Leninist theory and in the
Marxist-Leninist revolutionary style, it is impossible to lead the working
class and the broad masses of the people in defeating imperialism and its
running dogs." The proletariat, clearly conscious of this necessity, struggles
unyieldingly to complete it, initiating and developing the processes of
constitution and/or reconstitution of the Communist Parties destroyed by
modern revisionism which is in total bankruptcy.
The key to this entire process is Maoism. And it is Chairman Gonzalo who
has defined Maoism as the new, third and superior stage of the ideology of
the international proletariat and who has established that: "Maoism, embodied
in the peoples of the world, marches unstoppably to command the new great
wave of the world proletarian revolution."
Revolution is the principal historical and political tendency and
it will be so even more.
Long Live the New Great Wave of the World Proletarian
Revolution!
Before the unstoppable advance of the world proletarian revolution, imperialism,
revisionism and world reaction initiated and developed a general
counter-revolutionary offensive on all levels, intending to conjure away
revolution as the principal historical and political tendency. This general
counter-revolutionary offensive headed by Yankee imperialism as the only
hegemonic power, in the midst of the general bankruptcy of modern revisionism,
has reached its peak and begins to fall, crashing against the New Great Wave
of the World Proletarian Revolution which begins to unfold; it is irresistible
and no force in the world will be able to stop it. Thus imperialism, the
last monster, that devourer of men, will be swept off the face of the earth
and along with all its revisionist lackeys and all the reactionaries. Very
much opposed to its wishes, what this general counter-revolutionary offensive
is achieving is the sharpening of the class struggle at the world level,
principally in the oppressed nations but also in the imperialist countries
themselves in which the class, the proletariat, is waking up from its lethargy
and is mobilizing in defense of its rights and gains grasped over decades
of hard struggle, rights and gains which have been paid for with blood, because
nothing has ever fallen, or will fall, to the class from the heavens.
Leading this New Great Wave of the World Proletarian Revolution (NGWWPR)
and the Marxist counter-offensive is the invincible People's War in Peru,
lead by the PCP and its leader Chairman Gonzalo, which continues to march
unstoppably towards the conquest of power countrywide and which is showing
the path, like a brilliant torch of the proletariat and the peoples of the
world.
Similarly, we should highlight that the initiation of the People's War in
Nepal on the 13th of February 1996, is one more proof that we find ourselves
in a NGWWPR and that this signifies a hard blow to imperialism, revisionism
and world reaction, and a great victory for the proletariat and the peoples
of the world.
It is important to be clear that we find ourselves within the Strategic Offensive
of the World Proletarian Revolution. What does this mean? Chairman Gonzalo
teaches us that in the process of the World Revolution which is sweeping
imperialism and reaction off the face of the Earth, there are three moments
of stages: the first is the Strategic Defensive which began with the Paris
Commune in 1871, the first effort by the proletariat to seize power, which
goes up to the Second World War. The second moment or stage, the Strategic
Equilibrium, is realized around the triumph of the Chinese Revolution (1949),
the Great Proletarian Cultural Revolution and the development of the powerful
National Liberation Movement which was unleashed in the oppressed nations
against imperialism and reaction. We entered the third stage, the Strategic
Offensive, around 1980 where we could see signs like the Iran-Iraq war,
Afghanistan, Nicaragua, the initiation of the People's War in Peru, all
understood as part and within a complex system of wars of all types in which
imperialism and world reaction will drown, and in which socialism will surge.
The third stage in which we are unfolding, falling within the "next 50 to
100 years", an era marked by violence in which all types of wars will be
expressed. We can see how the reactionaries are militarizing themselves more
and more, militarizing the old states, their economies, developing wars of
aggression, trafficking with the struggles of the people, as well as the
preparations for a third world war, behind which we see the same contenders
of the first two world wars.
Thus, as Chairman Gonzalo would say: "What do we need? We need Maoism to
be incarnated, and this is happening, that is generate Communist Parties,
to handle and lead this new great wave of the World Proletarian Revolution
which is upon us."
The Conquest of Power demands the sweeping away of the capitulationist and revisionist Right Opportunist Line.
Overcome the bend in the road developing the People's War!
We can see the defeat of the revisionist and capitulationist Right Opportunist
Line (ROL). The ROL negates our basic principles, it negates the Basis of
Party Unity and its three elements; it negates Chairman Gonzalo and his
all-powerful thought; it changes the three strategies established by Chairman
Gonzalo; it negates the IVth Plan of Strategic Development and the VIth Military
Plan both approved in the Third Plenum; it negates that revolution is the
principal historical and political tendency, negates the revolutionary situation
in growing development which is advancing the revolutionary crisis; it negates
that bureaucratic capitalism is experiencing a general crisis; they say that
the Communist Parties of the Revolutionary Internationalist Movement are
only letterhead parties, etc. But all these monstrosities have been crushed
by the powerful People's War.
In other words, the ROL negates everything established by Chairman Gonzalo
and the Central Committee. It goes beyond this, it has tied itself to the
plans of Yankee imperialism and reaction, to the "pacification" plan with
the so-called "peace accord". The revisionists and capitulationists of the
ROL thus dared to raise their hands against the leadership and Gonzalo thought.
Faced with this situation, what did the Party leadership say, what did the
Committee Central say? Persist in the People's War! People's War until Communism!
Thus giving them what they deserve, and it continues to do so.
Today the ROL is in decomposition as a consequence of the development of
the People's War. This can clearly be seen in the prisons, while outside
the prisons there are no signs of their presence; similarly with the case
overseas.
On the 24th of September, 1992, Chairman Gonzalo told us in the historic
moment of his arrest: "... some think this is a great defeat. They are dreaming!
We say, go on dreaming. This is only a bend in the road, nothing more, a
bend in the road!" Similarly, he made a call to continue applying the agreements
of the Third Plenum which were already underway, and that is what the Central
Committee and all the Party, along with the organizations linked to it, have
been carrying out, applying Marxism-Leninism-Maoism, Gonzalo Thought to resolve
new problems; Gonzalo Thought which is the guarantee of victory. In this
way we have reached the point we are at. This is how the People's War has
been merely maintained but has been developed. This is how the various plans
and campaigns of the Party have been and are being successfully applied.
This is how the Party and People's Liberation Army have defeated each and
every one of the campaigns of encirclement and annihilation (more developed
and of greater importance) by the enemy. This is how the Party has initiated
the preparation of the insurrection in the cities.
The People's War continues its unstoppable advance towards the Conquest
of Power countrywide.
Once more the nation was rocked by the burning flames of the People's War,
from the Principal Region to the very capital, the area of the Metropolitan
Committee. For example, in the Ayacucho Zonal Committee the each and every
one of the sinister campaigns of "encirclement and suppression" of the genocidal,
sell-out armed forces have been defeated, carrying out successful actions
of agitation and propaganda, annihilating mesnadas, and seizing vaccinated
cattle for the provisioning of the revolutionary base areas and for the forces
of the People's Liberation Army, ambushes, annihilating and scourging the
enemy bases, etc. The zonal committee of Cangallo-Fajardo and Huancavelica
have carried out powerful incursions and ambushes which confiscated dynamite,
rifles, communications gear and other things. Similarly, the Huallaga Regional
Committee has carried out magnificent ambushes which annihilated dozens of
effective of the special forces ("commando") of the old state, capturing
machine guns, rocket launchers, rifles, communications gear, etc. The other
Committees, which jointly cover the entire national territory, have inflicted
similar defeats, carrying out actions which have rocked the foundations of
the old state, totally crushing their hoax of "pacification" and all the
rotten cackling of the genocides and sell-outs, Hermoza Rios and Fujimori,
who repeated many times that "by July 1995 Shining Path will be liquidated".
Once more they were defeated and they had to swallow their black vomit; the
same has occurred with the revisionists and capitulators of the right opportunist
line (ROL), who in their dark desires said in 1993 that the People's War
could not be maintained "because the conditions do not exist".
Facts have confirmed that the dark dreams of imperialism, reaction and revision
where nothing more than this: dark dreams. Today, May 1st 1997, we can prove
once more that the People's War has not only been maintained but continues
to develop, today finding itself within the second part of the VIth (and
second to last) Great Military Plan, have successfully concluded the first
part in July 1995. This second part is guided by the slogan: OVERCOME THE
BEND IN THE ROAD BY DEVELOPING THE PEOPLE'S WAR! which has the following
objectives: 1. - Overcome the bend in the road. 2. - Combat the plans of
reaction and imperialism. 3. - Crush the hoax of "pacification". 4. - Crush
the revisionist and capitulationist ROL. 5. - Lay down bases for the realization
of the IV PLENUM. 6. - General Reorganization of the Party.
In this way we should indicate that the Party has reemphasized the importance
and necessity of developing the United Front to Conquer Power countrywide.
Now the task is to form and develop the People's Liberation Front, which
in Peru's case, like the oppressed nation that it is, is composed of four
classes: the proletariat, the peasantry, the petty bourgeoisie and includes
the national bourgeoisie, which we must win in its majority and isolate its
recalcitrant minority. They key is that this front must be led by the proletariat
through its Party which applies its hegemony through worker-peasant alliance.
All this can only fill us with delight and optimism because it is the authentic
confirmation that the PCP and the People's War can count on the necessary
leadership, acknowledged and capable, forged under the personal leadership
of Chairman Gonzalo in the People's War, with Comrade Feliciano heading up
the Central Committee, leading the People's War; a leadership that will take
us to our final goal, the always brilliant Communism. We greet and reaffirm
ourselves in this.
Similarly, we wish to greet the heroic militants and combatants of the PCP
and the People's Liberation Army (EPL), who by putting politics in command,
always guided by Marxism-Leninism-Maoism, Gonzalo Thought, win victory after
victory, overcoming all difficulties, always holding up high the banners
of the People's War, always fighting imperialism, reaction and revisionism.
It is of great importance to highlight and greet with fervor the extraordinary
Heroism and Great Firmness in enduring suffering and sacrifices by the Base
Areas. These masses are an example for the Peruvian people and the peoples
of the world and deserve our respect and admiration, because together with
the EPL and the PCP they struggle side by side to maintain the New Power
no matter the cost. They are developing a new economy, a new politics and
a new culture.
The PCP is the red fraction within the International Communist Movement.
The Revolutionary Internationalist Movement (RIM) is a step forward
towards the regroupment of the Communists at the world level.
The history of the International Communist Movement is a glorious process
of struggle in which the Communists of the world have struggled and continue
to struggle to unite themselves to serve the attaining of their unalterable
goal, the Communist society. This struggle of the Communists to unite at
the international level is difficult and complex, and after the Second World
War has been against modern revisionism. Today modern revisionism has entered
into total and complete bankruptcy, and we see how Maoism is marching unstoppably
to impose itself as the command and guide of the New Great Wave of the World
Proletarian Revolution. Heading up this process we have Chairman Gonzalo,
the PCP and the invincible People's War initiated in 1980. It was by applying
and developing the People's War that the PCP advanced the understanding of
Maoism as the new, third and superior stage of Marxism, thus positioning
itself in the vanguard of the defense of Maoism, taking up the compromise
to struggle for Marxism-Leninism-Maoism be the command and guide of the Peruvian
and world revolution.
As part of this struggle of the Communists to unite at the world level, in
1984 the Second Conference of Communist Parties and organizations was completed,
where the formation of the RIM was agreed upon and a joint declaration was
approved. The PCP is a founding member of RIM and considers it a step forward
in the process of reunification of the Communists at the world level and
which serve this process as long as it sustains and follows a just and correct
ideological and political line, and thus overcomes the difficulties and problems
it faces on different levels. The PCP, the People's War and principally Chairman
Gonzalo have played and continue to play a decisive role in the development
of RIM and support it with their prestige and indeclinable struggle to transform
Peru through People's War, which is part of and serves the World Proletarian
Revolution.
