(Statement)
"The reactionaries aim to destroy leadership, to destroy the Party in order to drown and crush the revolution, and further to separate the Party from the masses. Annihilating the Party means to postpone a revolution, not finishing it, because as long as there are Communists and masses it can never be finished off. These are very important things that must be bourn in mind: Preserve the Party's leadership. Once more we have demonstrated that the Party is united and that we face dangers with firmness and resolution, certain of managing them in order to fulfill our tasks and always come out ahead. Any one of us may be missing but the Party continues and our immolated lives shall animate those who remain and the path shall go forward until Communism shall be imposed on the Earth."

On the morning of July 14, the puppet Fujimori announced that the forces of the old Peruvian state had captured Comrade Feliciano, the responsible comrade of the Central Committee of the Communist Party of Peru. With this arrest imperialism, revisionism and reaction are once again crying victory, but as always they are doing it too soon. Once more, they shall have to swallow their own black vomit; they dream of annihilating the People's War--this shall never happen! Because we have a superior ideology, the all-powerful Marxism-Leninism-Maoism, Gonzalo Thought and a militarized Communist Party that leads us; we have a People's Liberation Army and the New Power that is flourishing in our homeland.
Comrade Feliciano is the responsible comrade of the Central Committee, he
seconds Chairman Gonzalo and together with other comrades leads the People's
War. Under his responsibility the Central Committee, in a hard two-line struggle
against the revisionist and capitulationist Right Opportunist Line (ROL)
and facing the onslaught of imperialism, the fascist regime and revisionism
(principally the ROL's), begins to emerge from the bend in the road of the
revolution signified by the capture of Chairman Gonzalo in 1992. The capture
of Comrade Feliciano clearly signifies a blow to the People's War but it
is not a great defeat, it is not "the beginning of the end for Sendero",
nor is it "a death blow to Sendero": It is part of the war, and this shall
not signify a "turning-point" within the People's War. The People's War finds
itself within the Strategic Equilibrium, the second stage of the protracted
war, that for the enemy means struggling to regain positions in order to
maintain its system, and for our "hill" it means preparing the Strategic
Offensive through the construction of the conquest of power. The PCP is now
reorganizing and under the Great Leadership of Chairman Gonzalo, the Party
masterfully leads the People's War. All of this plainly allows for the overcoming
of the bend in the road. Those who uphold Marxism-Leninism-Maoism, Gonzalo
Thought maintain the principal that the leadership never dies; let there
be no doubt that the Party shall overcome all difficulties and resolve the
problems that come, including the arrest of Comrade Feliciano.
The Fujimori regime is a genocidal, country-selling fascist dictatorship
and is infamous for its bloody crimes against the masses of our people, against
the Communists, the revolutionaries, against the prisoners of war and political
prisoners. But our people shall never be broken by hunger, repression and
genocide, the blood spilled doesn't drown the revolution, but waters it.
We know very well that the reactionary prisons are concentration camps; we
know well the sinister politics of all forms of torture that the butchers
of reaction apply. We know this already and therefore we call upon the
international proletariat and the peoples of the world to defend the life
and well-being of Comrade Feliciano, who according to the reactionaries is
now in the base "Las Palmas", the headquarters of the SIN (Peruvian Gestapo).
We demand that this fascist regime respect the rights of that appertain to
the prisoners of war and that they be permitted visits from their lawyers
and families. It is necessary to link the defense of Comrade Feliciano with
the defense of the life of our Great Leadership, Chairman Gonzalo, and we
shall do this jointly with the international proletariat and the peoples
of the world.
Finally, we say: In Peru there is a revolutionary situation in growing
development, the path to the revolutionary crisis promoted by the People's
War. We renew our clear conviction that the People's War led by the PCP under
the Great Leadership of Chairman Gonzalo shall resolve all difficulties and
the democratic revolution shall triumph totally and completely throughout
the country. And with the end of this stage, immediately without any intermission
whatsoever, it shall pass over to the socialist revolution so that, together
with the international proletariat, the oppressed nations and the peoples
of the world, through cultural revolutions, carry forward humanity's march
to its final goal, Communism.
