Each May 1^st the proletariat reaffirms itself in the Communist Manifesto

The Peru People's Movement (MPP), a generated organism of the Communist Party of Peru (PCP), extends its jubilant greeting, full of optimism, to the international proletariat on its day. Yes, May 1^st is the day of the international proletariat, the class which has contributed most to the development of humanity and which shall continue to do so until, when all classes are suppressed, we all enter united and simultaneously with all the peoples of the world into the golden and always shining Communism.

The proletariat as a class has never backed daway from its final goal, Communism, in the 151 years of the world proletarian revolution since the publication of the Communist Manifesto. This is still clearly valid and shall continue to be the program of the Communists until we reach the final goal, Communism. The greater part of the path has been traversed and today the proletariat, more mature and experienced than yesterday, knows its task in the New Great Wave of the World Proletarian Revolution which we are entering today: Struggle so that Maoism, embodying itself within the peoples of the world, reconstitutes the Communist Parties, Marxist-Leninist-Maoist parties, militarized to serve the preparation, initiation and development of people's war according to the specifications of each country.

The international proletariat has never renounced its daily struggle for its economic revindications, nor shall it renounce its struggle for Power through people's war, for the attainment of its historical interests of taking humanity towards Communism. The class morale has never been injured, its great milestones go from lesser to greater and today in the final days of the century, the proletariat maintains its flag on high, armed with its all-powerful and scientific ideology of Marxism-Leninism-Maoism, principally Maoism. We say principally Maoism because Maoism is the new, third and superior stage of Marxism. Taking an accounting of the century, the proletariat has three great milestones and has suffered two big defeats. That is to say, on the one hand we have the October 1917 revolution, the Chinese revolution in China in 1949, and the Great Proletarian Cultural Revolution of 1966 to 1976, and on the other we have the restorations of capitalism in the USSR in 1956 and in China in 1976.

It is more and more clear that there are preparations for a third world war, but the principal tendency is still revolution and shall continue to be so

Imperialism continues to sink slowly and inexorably; they cannot revert the principal historical and political tendency towards revolution, which becomes more and more accentuated. On the other hand the United States is trying to extract the most benefit possible from its triumph in the face of the total bankruptcy of revisionism and its outcome, the disintegration of the USSR (whose military power has been inherited by Russia), seeking better conditions in its contention against it and the other powers: Germany, France, Japan and China (which aims to be a superpower in the next century). The famous era of peace promised by imperialism, principally Yankee imperialism, is nothing more than a rotten balloon which is bursting on all sides. Their dreams of neoliberalism and pacification are running aground against reality itself; more and more they have to resort to force to contain the national liberation movements of the oppressed nations, for which they use the imperialist double politics of "human rights", "bourgeois democracy", and the "war on drugs", that in reality are pretexts for their wars of aggression which in essence aim against the people's war. Instead of peace, what we see is an interminable and growing sequence of wars of aggression and of the so-called "low intensity warfare", aside from the growing nuclear blackmail. The domineering Yankee imperialism, in collusion and contention with the other superpower and the other powers, seeks to force the peoples of the world to consent to the idea that weapons decide everything, in order to thus subjugate the oppressed nations. What are they achieving with all this? What they are doing is sharpening the class struggle and the contradictions on the world level. The inter-imperialist contradiction is sharpening, there is collusion and contention between them; collusion still predominates but since this is raised on the basis of contention, a third world war can break out at any moment. There are some who are preparing for their assault to substitute the United States as the sole hegemonic superpower. But the contradiction which is sharpening the most is the contradiction between oppressed nations and imperialism; from this comes the uncontainable advance of the revolution. Furthermore, today we are entering a New Great Wave of the World Proletarian Revolution.

The aggression of the United States and NATO against Yugoslavia shows to the world once more the nature of the imperialists, to redivide the world as booty. The reactionary character of Milosevic is not a secret to anyone, but nothing justifies the aggression against the people and much less in the interests of plunder and for a new division of the world. For this reason the MPP, without any downplaying of the just revindications of the peoples and oppressed nations, condemns the imperialist aggression and proclaims: Yankees Out of the Balkans! Support the People of the Balkans! The imperialists believe that they are helped by the right to attack, assault and invade with impunity the Third World countries.

A general counterrevolutionary offensive of imperialism, revisionism and world reaction led by the United States continues to unfold, but it is more and more in decline; in contrast, the Marxist-Leninist-Maoist, Gonzalo Thought counteroffensive is advancing inexorably, establishing the principal task of struggling so that Maoism, reconstituting the militarized Communist Parties, command the New Great Wave of the World Proletarian Revolution which we are entering today. In 1980 the path was opened with the People's War in Peru, in 1996 the second was begun in Nepal; now there are two people's wars which follow this path and there are many at the ready

The triumph of the People's War in Peru is key for the world revolution

The Communist Party of Peru is the most advanced detachment of the international proletariat, and the People's War in Peru is the torch of the world proletarian revolution. This is something which is not overly controversial, and it is known by all that the author of the reconstitution of the PCP and the initiation and development of the People's War in Peru is Chairman Gonzalo (Great Leader of the Party and the revolution and the greatest living Marxist-Leninist-Maoist, continuer of Marx, Lenin and Chairman Mao Tse-tung).

The People's War in Peru blazes victoriously, today with the wind in its favor despite facing a complex situation; the New Power has not only been maintained but also developed. The People's Liberation Army and the militants of the PCP, shoulder to shoulder with the heroic Peruvian people, especially the masses of the Support Bases, continue to win laurels of victory in all corners of Peru, to date defeating all the campaigns of encirclement and annihilation that the fascist, genocidal armed forces have launched (since 1992 under Yankee command). Chairman Gonzalo tells us: "We are condemned to win, a beautiful sentence!" and it is true, we shall win. Let them know it well: for all the rivers of blood that the reactionaries spill, this shall do no more than nourish the incorporation of the masses into the People's War. The People's War has not been detained one minute and today in the strategic equilibrium continues building the conquest of power. Consider: If it has been possible to resist and combat the onslaught orchestrated on a world scale by imperialism, reaction and revisionism, what can stop the People's War now? Especially now that events clearly confirm what Chairman Gonzalo established, and now that the overcoming of the bend in the road implied by his capture is clearly being resolved.

On our hill, the winds are blowing in favor of the People's War, and clear signs are appearing that great leaps in the incorporation of the masses into the People's War are on their way, such as in the case of the successful boycott of the municipal elections, the advances of the mobile warfare or the increase of the receptiveness of the masses in general; all this helps to reach a growing increase of the sympathy of all the peoples of the globe. Meanwhile, on the reactionary hill, things are the opposite; now the sand is in their eyes and furthermore they are entering into a new global crisis.

Unmask at the international level the hoax of the "peace accords" in Peru! Defend the life of Chairman Gonzalo!

Imperialism, principally Yankee imperialism, knowing the role of the Communist Party of Peru, the People's War in Peru and of Chairman Gonzalo himself, have launched, together with fascist, genocidal and country-selling Fujimori regime and the revisionist capitulators of the Right Opportunist Line (ROL), the hoax of the "peace accord" with the objective of trying to injure the class morale and then assassinate Chairman Gonzalo. For this reason all the Parties and revolutionary organizations should assume as a strategic task, intimately linked to the campaign for Maoism, the organization of the campaign for the defense of the life of Chairman Gonzalo. And within this, as a concrete form of unmasking the hoax and defending his life, demanding the live and personal presentation of Chairman Gonzalo before the global televised media.

Recall that after the capture of Chairman Gonzalo in September 1992, the fascist, genocidal and country-selling Fujimori regime, instead of assassinating him immediately, used that event to slander the Chairman. Twelve days after his capture, Chairman Gonzalo was presented before international television locked in a cage. They never dreamt that on that day, September 24, 1992, Chairman Gonzalo would direct to his comrades, the peoples of Peru and the entire world his historic speech. They had the intention of injuring the class morale but instead of that Chairman Gonzalo gave us, with his speech, a political, moral and military triumph so big that it was decisive for the People's War to continue advancing.

One year later imperialism, Fujimori's puppet regime and the traitors of the ROL launched the hoax of the "peace accord" that was crushed by the People's War just like all the other hoaxes, including the last one of "pacification and development". Now they are launching a new hoax: They say that they may "present Chairman Gonzalo" on television so that the Party and comrade Feliciano, who seconds Chairman Gonzalo and leads the People's War, will be "convinced" to stop the People's War. They must know very clearly that the Party has taken a firm position that the People's War shall not cease. Moreover, together with the people the PCP demands the live presentation of Chairman Gonzalo before world television, and not montages or videos produced by the Machiavellian CIA agent and traitor Montesinos; the live, personal presentation of Chairman Gonzalo before the global televised press contributes to the public, international unmasking of their montages and their Machiavellian, sinister and Hitlerian practices. We must mobilize the masses of the world with concrete actions of all types, organize events with great repercussion that serve the development of the strategic campaign to defend the life of Chairman Gonzalo, intimately linked to the campaign for Maoism. This leads to the necessity of convoking all the revolutionary organizations to the defense of the life of Chairman Gonzalo, and as part of this take concrete measures to reactivate the International Emergency Committee and carry forward the campaign of the defense of the life of Chairman Gonzalo with higher forms of struggle and organization on different levels.

Crush the revisionist and opportunist right opportunist line and all forms of convergence with it, both inside and outside our ranks

The general counterrevolutionary offensive against Marxism today aims at the People's War in Peru, against the Communist Party of Peru which leads it and in essence aims against the Great Leadership, against Chairman Gonzalo, unbreakably linked to his all-powerful Thought. In this general counterrevolutionary offensive imperialism, revisionism and world reaction go hand in hand. As we say, there have been revisionists and opportunists but never so dirty and foul an expression as the revisionists and capitulationists of the ROL, whose heads work closely with the CIA and the fascist, genocidal and country-selling regime in Peru. We have even seen videos of the sinister Montesinos directing the interviews with the black-heads of the ROL (let there be no doubt that these traitors who have tried to sell the revolution for a plate of beans shall face a settling of accounts).

Today the ROL has been crushed by the People's War but we must continue with its unmasking and its total sweeping away, along with all the convergences which occur inside and outside the MPP. These convergences are convergences with the enemy's plans on the level of ideas, criteria and even positions which must be dismantled. How is it possible, for example, that for more than five years after the hoax of the "peace accord" the Committee of the Revolutionary Internationalist Movement (CoRIM) doesn't denounce the hoax, leading to believe that Chairman Gonzalo is behind the letters of the "peace accord"? This leads to a convergence with the plans of imperialism which seeks to injure the class morale and aims to avert the New Great Wave of the World Proletarian Revolution by denigrating Chairman Gonzalo. The MPP calls on all the organizations of the International Communist Movement (ICM) and of the Revolutionary Internationalist Movement (RIM) and its Committee to impel the struggle to dismantle the convergences with the ROL which occur at the level of ideas, criteria and even positions. All of this is leading to uncenter the principal task of imposing Maoism as the command and guide of the revolution, only through people's war. Similarly among those who support the People's War and struggle for the unmasking of the hoax there are convergences in the sense of not combating the revisionist and capitulationist ROL, departing from the line of the Party, for example in the classification of the fascist, genocidal and country-selling Fujimori regime, as well as undermining and negating the Party's work abroad.

The problem of convergences with the ROL is not foreign to the MPP itself, but in this case the MPP has advanced in the crushing of these convergences which is permitting carrying forward the reorganization and other tasks, thus taking decisive steps to clearly resolve the bend in the road abroad as well. All of this is part of the disequilibriums that are generated before the leaps in the work and it is a law that these leaps endure hard struggle on the level of ideology, politics and construction. Finally we must insist that the two-line struggle which is developing in the bosom of the people has as its objective treating the sickness to save the patient.

In Peru there is a revolutionary situation in growing development on the way to the revolutionary crisis incited by the People's War!

Just as the revisionists negated the revolutionary situation to initiate the People's War in Peru in 1980, today also the most foul of all of them, the revisionists and capitulationists of the ROL, negate the conditions for the development of the People's War. Certainly they are saying it only to justify their betrayal, but that is precisely what all revisionists do. For that reason we must throw the intangible truth at their pestilent faces that in Peru there is a revolutionary situation in growing development on the way to the revolutionary high tide incited by the People's War itself, since the objective conditions for the conquest of power ripen day by day. Because the conditions for insurrection are coming more and more clearly forward. Thus the ripening of the conditions for insurrection: A power vacuum, the loss of influence by revisionism and opportunism, and public opinion is more and more with the Party.

Isn't it evident that there is a growing pauperization and that bureaucratic capitalism (the capitalism that unfolds in the backwards countries) in its efforts to reinvigorate itself is ripening the conditions for the conquest of power countrywide? Since Fujimori's fascist coup of 1992, he has carried out the application of neoliberalism, which is taking us towards the most profound crisis in Peru's history; we even have to see how the Catholic Church is making a world-wide campaign of gathering signatures against neoliberalism. Why do they do this? They do it because the Church, like the ancient rat it is with 2,000 years of experience, knows when the ship is sinking and is abandoning it to find a spot on another. Even the Church sees this; nevertheless the revisionists of the ROL see everything through the viewpoint of their own skins and their "arguments" are nothing more than pestilent rags to cover their betrayal.

The Chinese revolution of 1949 is one of the three great milestones of the 20^th Century! Long live the 50^th anniversary of the Chinese Revolution!

This year marks 50 years since the revolution which changed the correlation of forces in the world for the first time. Its principal originator and author was Chairman Mao Tse-tung, founder of the CCP and its highest leader. The Chinese revolution is one of the three great milestones of the world proletarian revolution in this century and it must be celebrated as such, always in function of carrying forward the principal task of putting Maoism more and more in command of the process of reconstitution and the preparations for the initiation of people's war specified in each country, aiming at the unfolding of a world people's war which is the order of the day.

On the relationship application-thought-great leadership-reconstitution-people's war

Chairman Gonzalo, applying the universal truth of Marxism-Leninism-Maoism, has shaped Gonzalo Thought, crushing revisionism in hard two-line struggle and became the Great Leadership of the Party and the revolution, in the struggle for the reconstitution of the Party to initiate the People's War. The problem in essence is the shaping of a Thought through the application of the universal truth with the objective of reconstituting the (militarized) Communist Party capable of initiating and developing the people's war to conquer and defend power for the class and the people. In Peru, without Gonzalo Thought there would be no Great Leadership, no reconstituted Party, nor would the People's War have been initiated in 1980. Therefore, this is the titanic work of Chairman Gonzalo who masterfully resolved the problem of how to initiate and develop the People's War, raising the principle that the internal is decisive, and that the People's War must serve the world revolution. Chairman Gonzalo is thus contributing to the development of Marxism, defeating the imperialist encirclement and the general counterrevolutionary offensive, today led by the United States in its role of sole hegemonic power and policemen of the peoples of the world, and he has contributed decisively to the total and complete bankruptcy of the old revisionism and modern revisionism. The disintegration of one of the superpowers is good for the revolution and confirms the thesis that all imperialists and reactionaries are strategically paper tigers.
